 Spatial Development Initiatives

Maputo Development Corridor
(SA and Mozambique, with impacts on Swaziland, Zimbabwe and Botswana) besides transport infra-structure, the corridor includes investments in industry, agriculture and tourism. The investors' Conference took place in 1997, and a company to promote investment opportunities in corridor is being created - with the Director General to be appointed by Mozambique and the Deputy Director General appointed by SA.

Lubombo Initiative
(SA, Mozambique and Swaziland) The appraisal phase is almost completed and several projects were identified, prepared and/or approved mainly in the areas of agriculture and tourism.

Beira Development Corridor
(currently being pursued by the Beira Corridor Group (lead countries Mozambique and Zimbabwe with Malawi, Zambia and Botswana) has huge development potential: principally mineral, agricultural, forestry, fishing, tourism, energy and industry (resource beneficiation). Also for rehabilitation of transport infrastructure and four proposed new export processing zones. Tender for the Appraisal Phase to be published by February.

Benguela Corridor
connecting Angola to southern Congo (Shaba) and Zambia - and to the Tazara Corridor - has high development potential from the coast to the Bie Plateau and along the Zaire/Zambia Copperbelt, with a transport spine with nodes of activity/potential in-between. Contacts with the authorities of both countries still ongoing.

Malange Corridor
connecting Malangue to Luanda has rail and road infrastructure projects and high mineral, agricultural and industrial potential.

Nacala Corridor
connecting Mozambique to Malawi - and to Zambia via Chipata - has development potential along most its length, particularly for resource-based industries such as agriculture, forestry, mining and tourism. It would connect Malawi with the best natural port in southern Africa and shorten its export route by two-thirds (compared to using Dar es Salaam). Lowered costs would have a profound effect on the viability of export industries in northern Mozambique, Malawi and eastern Zaire.

Namibe Corridor
to Menongue covers 300 to 400 kms to the iron mines ar Kassinga, which would provide the anchor project, and includes the agricultural and mineral potential of the Lubango Plateau.

Tazara Corridor
connecting Tanzania to Zambia - and to Zaire and Angola via the Benguela Corridor. This includes the economic potential of the Dar es Salaam hinterland plus the rich agricultural plateaux of Iringa, Mbeya, Kasama and Mpika, as well as significant mineral and tourism potential. Official contacts still to be established.

Coast-To-Coast Corridor
between Mozambique, South Africa, Botswana and Namibia, effectively linking Gauteng with Walvis Bay and Maputo, thus enhancing movement of goods and people.

Okavambo Upper Zambezi Internatioal Tourism Zone
involving Angola, Botswana, Namibia, Zambia and Zimbabwe, will concentrate in tourism development and natural resources management uniting the existing national parks and reserves almost contiguous in the area. Contacts with the several countries involved and conservation organisations and SADC being established.

The latent potential of these regional corridors needs to be unleashed, either through bi- and tri-lateral initiatives or through regional institutions such as the SADC. The South African government can aid this process by transferring the lessons learned and the skills gained during the execution of domestic SDIs.
